In the 'old' days you could set the 'computer type' to Standard PC (or for a multicore computer Multiprocessor PC etc) to disable ACPI and be able to resolve issues right in Windows, but this disables too much modern functionality and there's so much onboard with modern PC's that's counterproductive anyway.

Personally I sit down and (when not documented by the manufacturer) and use a LiveCD that has ACPI mode disabled and map out hardware sharing, move things around as needed there, then build up my windows boot after. The initial BIOS post does too on many motherboards, if you're able to hit pause/break when such a screen is shown. The thing is, that's an APIC/ACPI generated 'virtual' IRQ map which doesn't directly 1:1 map to IRQs as they existed in the 'old days' (ie, 1-16.) To "really see" the IRQ sharing before things are remapped via the APIC controller you need to do things to Windows I think are not worthwhile anymore, though a BartPE or Linux LiveCD with a non-ACPI mode available will show it in a pinch.
